Martha Renshaw,
CEO
|
Martha has been with
TCI since 1988, where she quickly rose to the position
of CFO. After serving in that capacity
for several years and expanding her knowledge of Government
acquisition programs and the especially intense
environment of the DoD, Martha took over as CEO in 2004.
Martha's strengths are in business acumen. This strength has
been grown over a 25 year period and began fresh out of the
gates of the University of Maryland in 1978.
In 1978, Martha had the rare opportunity
to serve on a small staff of professionals to
Alinda
C. Burke, America's first woman to serve as Deputy Federal
Highway Administrator under the Carter Administration. In this
capacity, Martha was given the responsibility of coordinating national meetings which
brought together the public and private sectors relating to the
joint development of mass transportation projects. |
These consortiums included Governors of all 50 states; mayors of
all U.S. metropolitan cities;
highway, road and bridge developers; media; Carter's Press
Secretary; U.S. Secretary of Transportation, as well as other
DOT officials (both Federal and State).
In 1980, Martha served as Secretary Treasurer and Operations
Manager to Robert "Mickey" Channell [Georgia State
Representative]. Mickey owned and operated a highly successful
retail chain in Georgia. Martha served as a Corporate Officer
and Operations Manager. In this capacity, Martha met regularly
with field managers and the corporate CPA to review financials,
to measure profitability and to assess and implement strategic
merchandising techniques. Additionally, Martha was responsible
for future site analyses, planning and development. This
included socio-economic impact studies as well as financial
analyses for Board and bank approval prior to new site
development.
In 1982, Martha joined Telic Corporation as a Consultant. Telic,
a telephone industry budgeting software firm, headquartered out
of Rockville, Maryland, was later acquired by CSC. While at
Telic, Martha served in the capacity of training budget managers
at GTE of the South. This required a sound understanding of
software, hardware and networking requirements, as well as
understanding budgeting methodologies specific to the client.
Additionally, Martha supported BellSouth and GTE of the South.
Martha also assisted in marketing support efforts to GTE of the
South and Dayton Power Light. |

Curt Renshaw,
President/COO
|
Curt holds a BSEE from Georgia Institute
of Technology, 1982, with
master's work at George Washington University
in Electromagnetic Theory and Ga. Tech in Industrial
Engineering. In 1982, Curt went to work at the Navy EHF
Satcom
Program Office of the Space and Naval Warfare Systems Command
(then NAVELEX) in Washington, D.C. The NESP program was the Navy
side of the MILSTAR communications program, and placed the first
operational EHF satellite
in service. In 1985 he founded Tele-Consultants, Inc. (TCI) to
provide engineering, logistics and program management support to
the Department of the Navy and other Defense customers.
Curt has
devoted the past fifteen years to studies of alternatives to
special and general relativity,
with numerous
published papers and speaking credits.
He has had the pleasure of consulting with
physicists and astronomers from around the globe. |
Curt's
work has been reviewed and discussed at length with
Dr. Howard Hayden and Dr. Cynthia Whitney, editors
of Galilean Electrodynamics, and Dr.
Roy Keys, editor of
Apieron. Mr. Renshaw developed a personal and
professional relationship with Grote Reber,
the father of radio astronomy, and wrote a portion of the
Encyclopedia Britannica article on Mr.
Reber. Curt's theories have
been discussed with Dr. William Kalfelz,
professor at University
of Maryland, instrumental in much of the pioneering efforts of
the theory's development, and Dr. David
Finklestein, also of Georgia Tech, and author of Quantum
Relativity. Curt has
also been engaged in several lively debates with Mike Lemonick,
science editor of
Time Magazine and author of The Light at the Edge of the
Universe.
In addition to a long
list of published credits
on the subject of Relativity
Theory, including several in IEEE Aerospace and Electronic
Systems Magazine, Curt has presented papers at four independent
sessions of the American Association for the Advancement of
Science (AAAS), and presented six papers at two independent
sessions of the International Conference on Space, Time and Gravitation,
in 1996 and 1998 hosted by the Russian Academy of Sciences in
St. Petersburg, Russia. Curt has also presented papers at
Queen's College in London, at sessions in Cologne, Germany, and
to JPL and NASA at the annual IEEE Aerospace Conference. |

Mike Girard,
VP, Corporate Operations Director
|
As Corporate Operations Director, Mike
Girard
brings almost 20 years of increasingly complex support to TCI.
He began as a logistics analyst in Virginia, fresh out of
Stonehill
College, quickly moving into program management. Mike was
responsible for
TCI's first major prime contract with NUWC, and has demonstrated proficiency in
all areas of DoD services contracting. He has served as
Operations Director since 2005. Mike's technical knowledge,
relationship with clients and leadership skills among
employees greatly enhance TCI's ability to perform in the marketplace and to
attract and retain high quality
managers and staff. |

Frank
Unetic,
VP, Operations
|
Frank Unetic joined the TCI team after completing
a career in the United States Navy. After a successful
career as a submariner, he was accepted into the Acquisition
Professional field. During this period he served as a
Major Program Manager for Submarine Communications at SPAWAR and
PEO C4I, developing and deploying the Common Submarine Radio
Room, Submarine High Data Rate Antenna and transitioning the
submarine force to an all IP communications system.
Additionally, he served as Executive Assistant to Commander
SPAWAR and finally as System Center San Diego Commanding
Officer.
Frank holds a BS
in Biology from University of Minnesota, an MS in Computer
Information Science from University of Phoenix, a graduate of
Defense Acquisition University, and Syracuse University National
Security Studies Executive Program. |

Pat Kidwell,
Logistics SME
|
Pat came to TCI in 1988 as a senior logistics analyst. Prior to
this he had served as the logistic manager for the NESP program
at NAVELEX for several years. Pat was primarily responsible for
establishing TCI's reputation as the logistics support contractor
for Navy Satcom programs. He developed
many of the processes and instructions that are in use
throughout various commands today. Pat was also responsible for
training a cadre of fresh-out-of-college individuals who were
new to logistics and to the DoD in the late 1990s. Several of
these individuals have gone on to be TCI alumni providing
support to various DoD clients through the tutoring provided by
Pat. Pat is an undisputed subject matter expert in all areas of
logistics engineering and sustainment,
logistics acquisition
management and product development. He has been instrumental in
specification design, logistics program development, RMA
analysis, business case analysis, training curriculum, technical
manual development, and IETM development in SCORM compliant XML. |
Some highlights of Pat's career include over 26 years of
experience in providing Program Management and Integrated
Logistics Support planning/implementation of DoD and SECNAVINST
5000 requirements for Navy Command, Control, Communications,
Computers and Intelligence (C4I) programs. He served as lead ILS
management analyst for the Submarine/Satellite
Information Exchange System (SSIXS), Tactical Data/Digital Information Exchange System/Subsystem (TADIXS),
Common User Digital
Information Exchange System/Subsystem (CUDIXS), AN/WSC-3(V) ,
UHF Demand Assigned Multiple Access (DAMA) SATCOM equipment, and
Miniaturized Demand Assigned Multiple Access (Mini DAMA) UHF
programs; AN/WSC-6(V) militarized SHF equipment, Global Broadcast System
Asynchronous Transfer Mode and Internet Protocol, and Advanced
Communication Mast SHF programs, Navy EHF Satellite
Communication Program, Full MILSTAR Low Data Rate Operation
Capability, Ship/Shore EHF Medium Data Rate, Submarine
Reportback Processor, Submarine High Data Rate, EHF
Follow-On Terminal, Navy EHF Communication Controller, and MDR
Time Division Multiple Access Interface Processor EHF programs,
and future Navy Multiband Terminal (NMT)

Pat has provided applied leadership and experience of Major
Defense Acquisition
Program process and Future Logistics Enterprise objectives. He
performed as the ILS key personnel for SPAWAR Professional
Management Team Omnibus (PMTO) contract from 1999-2004; and
acted as the "trusted agent" for acquisition logistics for PMW 176-3 from 1997-1999.
Pat has received six (6) performance awards for outstanding
Fleet support, product development, and PM support. |

Robert McGlothlin, Acquisition
SME |
Bob (RVM) McGlothlin has over 35 years of DoD acquisition
and systems engineering experience. He was the program manager
for the Navy EHF Satcom Program (NESP)
at NAVELEX and later SPAWAR. In this role, RVM established the
first operation EHF capability
by attaching an EHF package to FLEETSAT satellites.
The successful NESP program ensured the success of MILSTAR and
all future EHF programs. RVM joined TCI in 2000 as director of
our west coast division. He currently serves as a subject matter
expert in all areas of acquisition
support, and provides direct support to SPAWAR advanced
Satcom
programs. |

John Boucher,
Director Northeast Operations |
John received a Bachelor of Science degree from the University of Connecticut in Computational and Applied
Mathematics (1986). John has come to TCI after 20 years of
working for GDIT (formerly Anteon/A&T), primarily supporting programming efforts
for NUWC Code 34. He has programmed in many software
languages including .C++., Visual Basic, True Basic, and yes
some Fortran. He was involved in the building the
infrastructure of the NUWC Code 34 Network System (1987-88)
at the base in New London, CT, where he assembled the Code
34 network and served as administrator for 9 years. John
provided the support during the NUWC move from New London to
Newport that made the network transition
almost seamless.
John developed many personal relationships with
Code 34 personnel and learned the process of contracting and
building business through government contacts. He built his
first group of program management personnel for
Anteon in support of those NUWC employees. In one
year, the support group grew from 2 network people to 8
people supporting networks, data centers, and overall
program support.

Following 2-3 years as a project manager, John became a group
manager, now responsible for 12 people. Additionally,
he began taking on additional
tasking in support of his department. He was responsible for
assisting in writing
proposals and tracking money for tasks. In 2000, John was
promoted to Deputy Department Manager and assigned the tasks of
tracking all money for the Department. Over the next 2 years,
John assisted the Department Manager in growing the department
by an additional 20%.
In 2002, with the
departure of the Department Manager, John became the acting
Department Manager. He became the Department Manager in 2003,
and was responsible for 48 people.
In June of 2006, John joined TCI. John had known about TCI for a
few years and as an up and coming company to this area, John
thought that he could use some of his acquired knowledge to help
grow the business here at NUWC in the Northeast as well as
assist all other TCI sites as needed. Six other former GDIT employees
also decided that it
was time to move to a smaller, more personal business
atmosphere, rather than stay with
the giant General Dynamics.
For the last 3 years, John has been providing financial, earned
value- and program- management support to the Common Submarine
Radio Room (CSRR) Program. |

Bob Acheson,
Director of Mid-Atlantic Region |
Bob has over 27 years experience in developing Navy and Joint
Communications architecture
requirements including active duty tours at Joint Forces
Command/Supreme Allied Commander Atlantic (SACLANT), Commander
Submarine Force U.S. Atlantic Fleet (COMSUBLANT), Navy Submarine
School and various submarines. After retiring from the Navy in
2002, Bob started at TCI as a Field Engineer conducting training
and technical services supporting Naval Undersea Warfare Center
(NUWC) SATCOM programs. He was promoted to Field Engineering
Services Manger in 2004. |

Felipe Benavides,
Director Capital
Region |
Felipe holds a Bachelor of Science degree in Electrical
Engineering from Virginia Polytechnic Institute
and State University
(1987). Felipe has nearly 20 years of experience with all aspects of Navy communications acquisition, system requirements, system integration,
and test and evaluation. Specifically, Felipe
has provided Space and Naval Warfare (SPAWAR) and Naval Undersea
Warfare Center (NUWC) clients with
program management and engineering support on various
communication systems (Joint Tactical Information Distribution
System (JTIDS) / Multi-functional Information Distribution
System (MIDS) / Command and Control Processor (C2P) / Navy
Extremely High Frequency (EHF) SATCOM Program (NESP) terminal /
Submarine High Data Rate (HDR) Mast / Submarine SHF). |

Most recently Felipe has
provided engineering support to NUWC and SPAWAR on SATCOM
programs in defining system performance requirements, developing
Design Verification and Production Test Plans / Procedures,
evaluating Test Reports and test data results, reviewing
ECPs and Waivers/Deviations, and participated in
government Functional Configuration Audits (FCAs) and
Physical Configuration Audits
(PCAs). |
