Program Management
TCI provides program management and acquisition support using DOTMLPF in an integrated collaborative process to guide the development of affordable C4ISR systems and equipment. We provide market surveys and support inter-service interoperability working groups for technology enhancement, and risk assessment and program management to provide cost-effective solutions. We propose evolutionary acquisition options to meet KPPs under EVMS guidelines and constraints.

TCI helps our customers understand the impact of DOD's commitment to interoperability of war-fighter systems and the new "Defense Acquisition Management Framework" established in DOD 5000. TCI's personnel are reviewers of Service/Agency requirement's documentation, developers of Joint Capstone Requirements, and are an integral part of the TC, SCA, and JTRS developments. We utilize DOD 5000 to provide incremental developments, such as the AEHF system and WGS programs, and spiral developments including NMT to meet FORCEnet requirements.

Our responsibilities include analysis, research, and development studies on strategic and tactical systems to meet wideband communication evolution. We evaluate competing SATCOM concepts, strategies, and force deployment to meet Navy TCA requirements. TCI's staff applies operations research methods and techniques, such as link budget modeling, availability optimization, and LCC estimating to support program management decision-making. We develop and automate program documentation, develop acquisition specifications and SOW/CDRL requirements and assist with budget formulation, justification, and execution.
