Value Engineering
One of our engineering guiding principles is to use VE to make a significant contribution toward greater economy in developing, acquiring, operating, and supporting the evolutionary acquisition of capabilities to meet mission requirements. Here at TCI VE is seen as a systematic and creative approach for increasing the ROI in equipment and systems acquired and operated by the DOD. Thus, our objective in VE is to reduce the government's acquisition or ownership costs while maintaining the necessary level of performance by utilizing VE/VEI contract clauses and the VEP/PVECP/VECP processes.

TCI provides planning and processes to implement a VE program using DOD 4245.8-H Value Engineering and DOD Contractor's Guide to Value Engineering handbooks for guidance. We look at the end item's functions for what capability is to be achieved. We analyze the value of the relationship between "worth" and "cost" in accordance with the user's needs and resources in a given situation that is provided as a VI. To perform this process TCI provides the following:

  • Master plan development to define the outline of the program objectives, VE processes, and implementation using VEP/VECP.
  • VEP, PVECP, and VECP development and review for technical, cost, schedule, and VI impacts and potential benefits.
  • Generate VE/VEI provisions/clauses in contracts and subcontracts including spares procurement.
  • Development of VEI requirements for shared cost savings between the development between the contractor and Government.
  • Review of VE alternatives as submitted by the developing contractor for submission of VECP or other cost reduction purpose.
  • Integration of VE developments within the programs overall risk management program.
